The recent announcement of an independent commission on social care, led by Baroness Louise Casey, has stirred much-needed attention towards the sector’s critical issues. The government’s commitment to long-term reform through the development of a National Care Service is undoubtedly a positive step. Promising improvements in workforce support, better integration with the NHS, and a drive to modernise the sector, the vision for 2028 seems comprehensive—on paper.
However, as Sir Andrew Dilnot, architect of the 2011 care costs cap, bluntly put it, the timeframe is an "inappropriate length of time." He argues that waiting until 2028 for actionable change is unnecessary and risks being derailed by political distractions as elections approach. In his words, "It’s perfectly feasible for the government to expect by the end of 2025, to say: ‘Actually, we know what needs to be done, this is what we’re going to do.’"

It’s clear that a drawn-out timeline is not only unnecessary but potentially harmful to those relying on the system today.
